However, in recent times, capitalizing on this religious faith, a section of speakers and vested interest groups are intentionally spreading misinformation, rumors, and confusion. Instead of authentic interpretations of the Holy Quran and Sunnah, fabricated, baseless, and extremist ideologies are being presented to the general public under the guise of religion. As a result, society is suffering severe damage.
As state policymakers, taking effective institutional measures to curb this decline in order to preserve social stability and religious harmony has now become a demand of the time.

Present Context and the Nature of the Crisis
Currently, sacred religious gatherings such as Waz Mahfils (religious lectures), Friday Khutbahs (sermons), or Tafsir sessions are being misused in many instances. The primary harmful aspects include:
- Spread of Baseless Information: Numerous fabricated stories and rulings not found in the Quran or Sahih Ahadith are being propagated as inviolable parts of Islam.
- Misogyny and Antisocial Incitement: Under the guise of religious discussion, highly derogatory, vulgar, and discriminatory statements are being made against women, posing a direct threat to women’s empowerment and social security.
- Communal Hate Speech: Hatred and violence are being provoked against followers of other religions or individuals with differing ideologies.
- Confusion Among the Devout: Simple and innocent Muslims blindly follow these statements, believing them to be the correct guidance of religion. Hoping to earn spiritual merit, they inadvertently engage in wrongdoings, giving rise to a form of ideological misguidance or deviation in society.
Why Structural Action by Policymakers is Urgent
Propaganda spread under religious garb is not merely disrupting religious discipline; rather, it strikes at the very foundation of internal security, the rule of law, and the social fabric of the state. Unregulated and unaccountable religious preaching plays a significant role behind the rise of extremism, intolerance toward opposing views, and social division. Therefore, instead of taking isolated actions, there must be a move toward a specific legal and structural solution.
Proposed Solution: Establishing a National Commission
To resolve this crisis, it is essential to form a National Religious Preaching Supervision and Guidance Commission (or a similar authority) through government initiative. This commission will comprise the country’s leading, universally recognized, and neutral Islamic scholars, legal experts, and sociologists.
Potential Scope of Work and Outline of the Commission:

Rapid Response Mechanism:An accessible helpline and digital platform will be available to immediately bring any hate speech or rumor spread in the name of religion—anywhere in the country or online—to the commission’s attention. The commission will review and take action in the shortest possible time.

Setting Preaching Boundaries:The commission will formulate a specific national Code of Conduct for religious preaching. Restrictions will be imposed on propagating fatwas or religious interpretations that lack a broad consensus among Islamic scholars or remain controversial as absolute truths in public gatherings.

Enforcement & Sanctions:If it is proven beyond doubt to the commission that a speaker is promoting misogyny, communal incitement, anti-state rumors, or extremism during a Waz, Tafsir, Khutbah, or any public gathering, the commission can swiftly take punitive measures against them.
